TEMPUS was one of the European Union’s programmes, which supported the modernisation of higher education in the Partner Countries of Eastern Europe, Central Asia, the Western Balkans and the Mediterranean region, mainly through university cooperation projects. In 2014 Tempus was replaced by Erasmus+.
The Tempus program provided funding for three types of projects:

  1. Joint Projects. The main objective of the Joint projects was the exchange of knowledge and experience between European higher education institutions and educational institutions in the partner countries, and in some cases between educational institutions in the partner countries. Joint projects are aimed at developing educational programmes, improving university management and solving other issues that are relevant for the higher education system and society.
  2. Structural Measures are designed to promote the reform of both the HEIs and the higher education systems of the partner countries. They can be aimed at solving problems related to the modernization of structures and management systems (qualifications frameworks, quality assurance, etc.) and strengthening ties between higher education and society.
  3. Accompanying Measures. These include activities related to distribution and informational support, including conferences, analytical studies, the exchange of good practices, consultations and other events.

In Kazakhstan, the Tempus programme operated from 1995 to 2013. In total, for the entire period 76 projects with the participation of Kazakhstan partners were financed (23 national and 53 regional), totalling over 54 million euros. 46 universities and 48 non-academic partners participated in the projects.

The coordination of the Tempus programme in Kazakhstan before 2005 has been conducted by the Ministry of Education and Science. The National Tempus Office (NTO) was inaugurated in June, 2005, in Almaty (now - National Erasmus+ Office).
